Ireland Stapleton is proud to share that Director Tom Downey has been recognized in the U.S. Congressional Record for his outstanding contributions to the legal profession and the Colorado community.
Representative Brittany Pettersen of Colorado’s Seventh Congressional District honored Tom for being named Lawyer of the Year and for his selection to The Best Lawyers in America in both Administrative and Regulatory Law and Government Relations.
As a regulatory attorney, Tom has been instrumental in guiding clients through complex administrative and licensing issues. His leadership has shaped key policies in Denver—including rewriting liquor licensing rules, establishing marijuana regulations, and designing licensing structures for new industries. His work with the American Arbitration Association has also advanced equitable and accessible conflict resolution.
Beyond his legal practice, Tom gives back as a guest lecturer at the University of Denver and through his service to the legal and civic communities.
