Tom Downey, a regulatory attorney at Ireland Stapleton Pryor & Pascoe, PC, has been named to 5280’s list of Top Lawyers.

Downey helps his clients navigate all aspects of regulatory law. The majority of his practice consists of advising and representing corporate clients in the administrative, transactional and disciplinary processes related to liquor licensing, legalized marijuana and licenses governed by the Colorado Department of Regulatory Agencies. Prior to joining Ireland Stapleton, Downey led the Denver Department of Excise and Licenses. While with the City, he redrafted Denver’s Policies and Procedures for liquor licensing and wrote the original Policies and Procedures for Denver’s legalized recreational marijuana licenses.

This is the second year that 5280, a regional interest magazine, has compiled its list of “Top Lawyers.” 5280 invited practicing attorneys in the seven-county metro area to vote for their colleagues, contemporaries and counterparts who they respect most in 49 different practice areas. Nearly 400 lawyers were named to this year’s list.
