Emily J. Powell



Ms. Powell joined Ireland Stapleton Pryor & Pascoe, PC in 2009 after graduating with highest honors from the College of William & Mary School of Law. Ms. Powell enjoys a diverse practice, participating in Ireland Stapleton’s special districts, employment, and estate planning practice groups.

Ms. Powell primarily focuses her practice on special districts law, where she assists special districts with contract and intergovernmental agreement review and drafting, special district organization and authority formation, property inclusions and exclusions, advice and assistance related to statutory compliance, elections, employment law and taxation, including issues related to TABOR and the Gallagher Amendment.

In addition to her work with special districts, Ms. Powell assists employers and businesses with employment-related transactional matters, such as preparation of employee handbooks, employment agreements, job descriptions and in identifying and preventing areas of potential workplace disputes.
