Emily Powell is a special districts attorney at Ireland Stapleton Pryor & Pascoe, P.C. Emily is deeply involved in all aspects of representing special districts, including intergovernmental agreement and other contract negotiation and drafting; special district taxation, including TABOR and revenue stabilization/Gallagher Amendment issues; Board member training; advice and assistance on all aspects of regular and special Board meeting procedures; statutory compliance; regular and special elections; and employment and volunteerism law. She also regularly provides legal advice on issues relating to the Colorado Governmental Immunity Act, the Colorado Open Records Act, the Colorado Open Meetings Law, the Patient Protection and Affordable Care Act, budget and audit laws, and real property inclusions and exclusions and other boundary realignments.
In addition to the foregoing, Emily has been significantly involved in numerous special district organizations, authority formations, and consolidation and mergers of special districts. Emily takes a preventative law approach to representation, assisting clients in understanding the legal issues that apply to them, and identifying and seeking to prevent areas of potential risk.
Emily has been a regular speaker at industry conferences, such as the Colorado Parks & Recreation Association, Special District Association, and Colorado State Fire Chiefs annual conferences. She is also actively involved in helping to develop and improve Colorado laws affecting special districts. She serves on the Special Districts Association Legislative Committee and has assisted in drafting legislation affecting special districts.
Emily joined Ireland Stapleton Pryor & Pascoe, PC in 2009 after graduating with highest honors from the College of William & Mary School of Law.
